Inters Rules

  1. All squads to be a maximum of 13 players
  2. All squads to conform to the club rulings as stated within these rules
  3. Pitches are to set up and ready by 8.30 which then leaves you as a manager and team 30 mins warm up/team talk time ready for a prompt 9.00 start.
  4. Manager’s who are first kick off are to collect the goals, respect barrier, first aid kit, 4 corner flag poles, respect sign and in the absence of a referee the match ball from the rear of the cafe. If a referee is present he will collect and return the match ball. Manager’s who are last kick off must pack away all equipment and return to the storage area. NOTE: Goal bags are to be carried and not dragged as this will prevent damage to the equipment.
  5. All matches must start on time to prevent late starts for the teams that follow and to allow for a prompt 2.05 finish.
  6. If all players are present for kick off and all equipment is erected then the match should start on time at 9.00. If this is not the case then the match time must be reduced in order for the following matches to kick off on time.
  7. Once the match is finished all teams must clear the pitch immediately in order for the teams following to start their match on time.
  8. Please ensure any litter left by your teams/parents is cleared and disposed of appropriately and not left pitch side. Any litter left will be subject to a fine from the council which effectively will be passed on to the teams concerned.
  9. Matches are to be 25 minutes each half with a 5 minute half time break unless otherwise stated.
  10. Each team can field a maximum of 9 players at one time, one being a goalkeeper.
  11. If a team arrives pitch side with less than 12 players a 9-a-side game will go ahead providing the team can field 9 players. If a team arrives with 7 players the opposing team can still field 9 as per little league rules. If a team has less than 7 players at kick off time then a forfeit of a 1-0 win will be awarded to the opposing team and a friendly match will be played whereby players can be shared equally between the teams.
  12. If a manager knows that his team will have less than 7 players available, then it can be postponed 24hrs before kickoff.
  13. There will be no loans and no player may play until the League Secretary tells the League Rep that they are registered.
  14. The lowest number each team may play with is 7 players.
  15. A match maybe cancelled up to 24 hours before kickoff time, but after this time the game is forfeited and the opposing team is awarded the win with a 1-0 win.
  16. A substitution is a roll on, roll off strategy; this can be as many times as you wish during the game under supervision of a referee.
  17. Every player must be guaranteed at least half a match per week.
  18. Goal keepers cannot pick up a back pass, this will result in a direct free kick from the alleged pass back.
  19. If a child makes a foul throw in, the throw will then be awarded to the other team.
  20. Goal kicks are to be taken from the edges of the small area within the penalty box. These are the stand alone kicks awarded when the ball goes out of play from an opposition player.
  21. All free kicks in your half are to be indirect and in the opposing half direct regardless of the offence.
  22. Every opposing player must be 4m from all free kicks/corner kicks.
  23. Any handball (intentional or unintentional) will be penalised with a free kick/penalty, this is to remove the issue of ball to hand etc.
  24. Full offside rule applies.
  25. The spectators are to acknowledge the Respect line and all managers are to see this carried out. Parents must stand behind the Respect barrier and not on the manager’s side or behind goals.
  26. As well as the usual yellow and red cards which are used during match time there will also be blue cards this season which will be issued for dissent. If a blue card is issued then the player will be subbed and his/her name taken. If a player is subbed this means he/she does not play for the remainder of the game. If a player comes off the pitch due to a blue card then you can immediately replace this player as per sub rules. If a second blue card is issued throughout the season to the same player then the player will receive a written warning which will be sent to his/her parents. If a third blue card is issued to the same player then a £10 fine will be issued. Please note: This ruling of the blue card also applies to parents with regards to dissent towards officials and conduct. The officials are to speak to the manager’s regarding foul play, abusive or racial language and the manager’s are to talk/substitute the player and the League Rep is to be informed.
  27. Manager’s are also subject to the blue card rule. Any conduct which we deem unacceptable will be dealt with by the committee. We lead by example and not by emotions.
  28. The official’s word is FINAL any problems please find the League Rep if the problem is with the League rep please seek out the League Secretary.
  29. In the absence of a referee it is the manager/assistants responsibility to ref half a game and the opposition manager/assistants responsibility to ref half a game. If this is not possible then to seek a parent who can ref the match. Please ensure whoever is to ref the game is fully versed with the rules.
  30. Linesmen should either be the manager’s assistant or a parent per team. It is the manager’s responsibility to ensure whoever is selected to line is fully versed with the game rules.
  31. Only one manager should coach the team when the game is in play.
  32. Only the manager and 1 assistant and the subs are to be manager’s side of the pitch.
  33. Please inform all parents/supporters we follow the Respect code of practice. Any violent, abusive and racial actions will not be tolerated and will be dealt with swiftly and if necessary we will call the local authority.
  34. Any abusive or violent outbursts by parents will result in the team concerned being penalized and a 3 nil win being awarded to the opposing team regardless of the score at the time of the offence.
  35. Ball size is 4
  36. All cup matches if tied at full time will go to 5 minutes each way extra time with a 2 minute break at half time, in the event of the match still being drawn a penalty shootout best of 5 will take place. If scores are still tied then it will go down to sudden death until an eventual winner is found. On Cup final day due to time constraints matches which are a draw at full time go straight to penalties.
  37. All players on the pitch at the end of extra time may be considered for a penalty, no substitutes can take a penalty if they were not on the field of play in the second half.
  38. No team can change their goalkeeper if a penalty is awarded against them, the goalkeeper at the time of the infringement must face the penalty kick.
  39. No team can change their goalkeeper for a penalty shootout. They must have the goalkeeper who was in goal in the second half of extra time.
  40. If the game is cancelled in the first half of the season due to bad weather/unable to field a team 24 hours before kickoff time and we are unable to reschedule the match the corresponding fixture in the second half of the season becomes a double header. This means the first half of the match is counted as the match from the first half of the season and the second half of the match will count for the match of that day. (3 points for win or 1 point for a draw each match)
  41. In the event of both fixtures falling foul to the weather/unable to field a team 24 hours prior to kick off and the match cannot be rescheduled then a score of 0-0 will be awarded to both teams and they will earn 1 point each.
  42. The season is made up of 7 competitions. 1st half of the season League winners. 2nd half of the season League winners will play in the League playoff to decide the League Champions. League Cup competition, League Plate competition, Shield competition, Supporters Shield competition and Golden ball.
  43. The first half of the season consists of each team playing each other once and the final league standings will be taken once every game has been accounted for (double headers/points split). Winners of the first half of the season go into the League Play off at the end of the season. The League title is won with the most points. If tied then it will come down to goal difference, then goals scored, then result between the two sides and if they still cannot be separated the most wins will count.
  44. Once the second half of the season starts all teams revert back to 0 points, 0 goals and they play each other again. The winners of this league play the winners of the first half of the season in the league playoff final. (Same system as before).
  45. If the same team wins both half of the seasons they are crowned League Champions.
  46. The Cup competition consists of 10 teams. There will be a series of qualifiers to determine who enters what competition.
  47. Managers are to ensure all players are wearing the correct foot wear and shin pads and to collect all team tops in at the end of every match.
  48. All kits inclusive of tops and shorts must be returned to the manager within 2 weeks of the end of season. Failure to do so may lead to the cost of the kit being reimbursed to the league by the parents.
  1. Please note: Parking restrictions are in force within the park. Only parking in bays is permitted so any car not parked in a bay will be subject to a fine. This is a new ruling introduced by the council and we do not take any responsibility for any parking fines issued. There are parking bays at various points in the park and the warden has informed me there are parking bays behind the cottages including a couple of disabled bays which are for use. Please be aware also we are not permitted to park within the grounds of Carshalton FC/Cricket Club and will also be subject to a fine.
